WHO: Dr. Jeffrey Bloom, chief technical officer (CTO) at Dialogic Media Labs (DML), a division of Dialogic Corporation ("Dialogic"), a global provider of world-class products and technologies for multimedia and signal processing. DML is enabling the next generation of IP video applications by developing leading-edge software for video advertising, quality measurement, content tracking, and improved video quality.
WHAT: The IP communications domain has matured beyond providing VoIP- only services on the Internet. The focus of IP communications is now on the operations, management, administration and provisioning aspects of large-scale, reliable and secure communication systems. IPTComm provides a platform to share to share and explore ideas, results and experiences in the field of IP-based telecommunication.
The performance of a data network can generally be measured by availability, bandwidth, probability of packet loss, bit error rate, jitter in packet arrival time, latency, etc. These measures, collectively called Quality of Service (QoS) measures, are considered good indications of the health of a network. However, video communications researchers argue that the perceptual quality of video data delivered over a network cannot be reliably estimated using QoS measures.
Dr. Bloom's presentation, "Is QoS Sufficient for Estimating Visual Quality," will assess existing studies of the effectiveness of QoS for estimating visual quality of video and will identify situations in which these measures are particularly appropriate or inappropriate.
