This TLV is used to add a new Global Title (GT) group. It automatically activates the newly configured entries. After that, all GT entries that were pending to be added are brought into service. All GT entries that were pending to be deleted are brought out of service and internal entry space becomes available for subsequent configurations. The index table is rebuilt automatically.
