Unidirectional Customer Location

(i.e. Outgoing Network Location)

Used for Idle Release Procedures

0 = Other End

1 = This End

Bearer Release Outgoing Initiated, Subsequent to sending the third release processing procedure

0 =Assume Circuit is Blocked

1 = Repeatedly send a Release upon expiry of TO-12

2 = Assume circuit is Idle, ready to accept another call.
